Village Manager

The Village Manager, Stephen M. Pappalardo, is the chief administrative and executive officer of the Village. Under the direction of the Mayor and Trustees, he is responsible for planning, organizing, staffing, coordinating, budgeting, and evaluating all local government activities. All department heads report to the Village Manager.

The Manager's Office consists of five divisions: administration, purchasing, parking, cable television, and alarms. Administration is responsible for the executive management of the Village, including advising the Board of Trustees on policy matters and directing the operations of all department. Purchasing centralizes the buying of materials and supplies according to the best terms of price, reliability and expeditious delivery, taking advantage of state, county, and school district contracts when possible. Parking is responsible for the administration of the parking system and the operation of metered street parking, the Freightway Garage, and Village parking lots. Cable television develops cablecast guidelines, assists residents with video production, and monitors compliance with the cable television franchise. Under the Central Alarm Monitoring Program, the Village licenses home alarm systems and provides monitoring at police headquarters.
